RES Engineers Inc. Principal/President is Ross Esfandiari. Mr. Esfandiari, a licensed civil engineer in the states of California, Washington and Hawaii, was trained at the University of London and was the Senior Vice President of Testing Engineers, Inc. (TEI) for ten years prior to establishing RES. With over 30 years of experience in the testing and inspection industry and 36 years of experience in civil and structural engineering, he is one of the most qualified individuals in testing and inspection services in the Greater Bay Area. Ross was a Prime Consultant to the federally-funded FEMA 273/274 (formerly ATC-33) “Guidelines and Commentary to Seismic Retrofit of Existing Structures.” He also served as a Director of ACI, and chaired the Construction Quality Assurance (CQA) Committee of SEAONC in the bay area. Mr. Esfandiari is currently the Vice President of CCTIA (California Council of Testing and Inspection Agencies). He has published many technical papers on concrete and steel in industry technical journals and presented papers in EERI (Earthquake Engineering Research Institute) annual meeting.

Mr. Esfandiari oversees all testing and inspection reporting; partakes in pre-construction meetings and works to resolve any conflicts or complications that arise during the project, and above all, makes sure the testing and inspection scope proceeds in the most timely and cost-effective manner.

RES Engineers Inc. Field Supervisor/Senior Special Inspector is Mr. Jeff Miller. Mr. Miller has over 40 years of Special Inspection experience and has overseen testing and inspection work on projects of all size and scope. Mr. Miller has worked on projects across the globe. Mr. Miller has been RES Engineers field supervisor/lead inspector for over 15 years. Over the years, Mr. Miller has been a lead special inspector for San Francisco International Airport, San Francisco Public Utilities Commission, the new Bay Bridge, various oil refineries, naval shipyards across Japan, Taiwan and the middle east and numerous other projects.

Mr. Miller is a certified AWS/CWI Inspector as well as an ASNT Level II for UT, PT, MT, EC and NACE certified. He is one of the most qualified special inspectors in the state of California with a breadth of knowledge to manage any project.
