RES Engineers Inc. Principal/President is Ross Esfandiari. Mr. Esfandiari, a licensed civil engineer in the states of California, Washington and Hawaii, was trained at the University of London and was the Senior Vice President of Testing Engineers, Inc. (TEI) for ten years prior to establishing RES. With over 30 years of experience in the testing and inspection industry and 36 years of experience in civil and structural engineering, he is one of the most qualified individuals in testing and inspection services in the Greater Bay Area. Ross was a Prime Consultant to the federally-funded FEMA 273/274 (formerly ATC-33) “Guidelines and Commentary to Seismic Retrofit of Existing Structures.” He also served as a Director of ACI, and chaired the Construction Quality Assurance (CQA) Committee of SEAONC in the bay area. Mr. Esfandiari is currently the Vice President of CCTIA (California Council of Testing and Inspection Agencies). He has published many technical papers on concrete and steel in industry technical journals and presented papers in EERI (Earthquake Engineering Research Institute) annual meeting.

Mr. Esfandiari oversees all testing and inspection reporting; partakes in pre-construction meetings and works to resolve any conflicts or complications that arise during the project, and above all, makes sure the testing and inspection scope proceeds in the most timely and cost-effective manner.

With 18 years of engineering experience within the structural engineering for industrial facilities, commercial and residential building, permitting and plan examination for the City of San Francisco, Hamid specializes in designing and analyzing superstructures, foundations, and equipment support systems.

This includes designing and implementing modifications to existing structures, ensuring they meet current codes and standards while enhancing functionality and aesthetics. Hamid is known for managing complex projects and delivering innovative solutions.

Heath has over 20 years of Special Inspection Experience and an expertise in structural steel welding, non-destructive testing and coating inspection, and project quality control management.   He has provided technical services for clients and field personnel. He was RES’ lead welding inspector for the new SFO Boarding Area B.

Previously he had been lead welding inspector on SFO Terminal 2 expansion, SF Public Safety Building and Firehouse #30 and many other projects. He is specialized in standard AWS D1.1, D1.8 UT inspections.
